Linking Planning to Budget to Policy

This session will focus on and discuss three primary areas related to this process:

Area #1 – the need to plan ahead of the budget process and determine what Council’s or any organizations priorities are for capital spending in particular and operational areas of concern for the upcoming fiscal year.

Area #2 ‐ the need for Administration to present to Council or the Board, meaningful and detailed budget data in order for them to understand what is being proposed and how costs were arrived in a format that makes sense and can be equated to the tax structure in the municipal context.
This includes the presentation of enough budget detail to Council so they fully understand what constitutes the final numbers that are being presented to them for consideration and make an informed decision. HMC would introduce examples of our budget modelling system for illustrative purposes here.

Area #3 – the need for consistent application of the process via policy so that Council and Administration are on the same page year after year, subject to review. This means agreeing upon common budget language when it comes to defining what is a capital versus operating item.
